The Housing Assistance Coupon Program is for income eligible families, elderly and individuals with disabilities who want to live in housing owned by a private landlord and need help paying their rent.
Families accepted into the program are issued a Housing Assistance Coupon (HAC) and are responsible for finding their own housing.

Subsidy amounts are calculated using either the traditional Income Based Method or the Step Rent System.

INCOME BASED METHOD

• Elderly and Individuals with Disabilities may choose the income-based method.

• Program participants usually pay between 30% and 40% of their monthly-adjusted income towards rent and utilities.

• The Subsidy pays the balance of the rent.

STEP RENT SYSTEM

• All families are required to participate in the Step Rent System and the Resident Self-Reliance Program.

• The Keene Housing Authority will provide the family with a flat rate rental subsidy to assist in paying their rent.

• The amount a family receives depends on:

1. The income level at admittance and
2. The number of bedrooms for which the family qualifies and
3. The number of years in the program.
