The
Safety-Net Program is a safe-guard to help prevent residents from
losing their housing. Rather than adjusting rent
each time the residents income changes, The Spectrum Program
simulates the private rental market where rent is fixed and not
negotiable when income is reduced.
Safety-Net is available to any Public Housing or Section 8 resident
who is having difficulty meeting their monthly rent due to a decrease
in income. Safety-Net is flexible and temporary offering a variety
of jobs to accommodate a residents skills and availability.
The purpose is not to provide employment for a resident and no money
is exchanged. Credit towards rent is given based on the number of
hours worked. Since inception, the program has been well received
by residents and has helped a number of families retain their housing.
The Safety-Net
Program received a 2001 NAHRO National Award of Merit for Project
Innovation.
