The Moving
to Work Demonstration Program, authorized by the 1996 Appropriations
Act, required HUD to select up to 30 authorities to develop and
create innovative housing programs. The initiative sought to select
local housing authorities that showed the foresight to plan and
implement housing programs that would do the most towards accomplishing
the federal goals of:
Reducing federal expenditures for housing assistance,
Encouraging and supporting families to become employed,
and
Increasing housing choices for program participants.
The Keene Housing Authority strategy is to take a comprehensive
approach and provide services and case management to all public
housing and Section 8 families.
The Authority
was honored to accept this challenge on behalf of our community
to provide an example of how affordable housing programs can remove
the disincentives that have been inherent in the present system
for decades, while still accomplishing our mission of being a safety
net for the low-income families, disabled persons, and elderly of
our region.
